Report written by Adam Jankowski and Azul Martina Navarro
The Vietnamese judiciary gathered for ICCA’s New York Convention Roadshow in April, with a total of 140 judges in attendance, including from the Supreme People’s Court. The Roadshow was held over two one-day sessions, with the first on 21 April in Ha Noi, followed by a second one on 23 April in Ho Chi Minh City, and was co-organized with the Permanent Court of Arbitration’s Ha Noi Office, led by Mr. Neil Nucup.
Both judicial workshops began with an address from Mrs. Luong Ngoc Tram, Justice of the Supreme People’s Court, leading into a session on the provisions of the Vietnam’s Civil Procedural Code relevant to the recognition and enforcement of foreign arbitral awards delivered by Mr. Le Manh Hung, Deputy Director General of the International Cooperation Department of the Supreme People's Court.
Ms. Samantha Tan, partner at Freshfields, provided an introduction to international arbitration and the role of national courts. Mr. Neil Nucup followed with an overview of the New York Convention.
The workshop in Ha Noi also featured the participation of Mrs. Nguyen Thi Phuong Thuy, Judge, Economic Court, Ha Noi People's Court, who provided an overview of recent practices of the Ha Noi City Court regarding requests for recognition and enforcement of foreign awards.
During the Ho Chi Minh City session, Dr. Michael Hwang SC, senior counsel and arbitrator, and member of ICCA’s Judiciary Committee, joined Ms. Tan, in taking attendees through a detailed analysis and interpretation of the New York Convention, with practical examples.
On both occasions, the Roadshow concluded with closing remarks from Justice Luong Ngoc Tram.
ICCA thanks the PCA Ha Noi Office for another successful collaboration on the ICCA New York Convention Roadshow in Viet Nam after the success of the 2024 edition.
