Judge Howard M. Holtzmann has served on two major international tribunals: he was the senior U.S. member of the Iran-U.S. Claims Tribunal in The Hague for almost 14 years and a member of the Claims Resolution Tribunal for Dormant Accounts in Switzerland. He also chaired a committee of the Permanent Court of Arbitration in The Hague that conducted the first comparative study of more than ten mass claims tribunals. He continues to concentrate on international arbitration from his office in New York.
