In addition to serving as Secretary General, Mr. Parra is a member of the ICCA Editorial Board.

General bio

Mr. Parra is currently a Consultant with the World Bank Legal Vice Presidency and Visiting Professor, University College London. He was previously with the International Centre for Settlement of Investment Disputes for over 15 years, serving successively as Senior Counsel, Legal Adviser and Deputy Secretary-General. His earlier positions include Senior Counsel and Counsel, World Bank, and Assistant Legal Counsel, OPEC Fund for International Development. At the World Bank and ICSID, he took part in the preparation of the Convention Establishing the Multilateral Investment Guarantee Agency and the formulation of the World Bank Guidelines on the Treatment of Foreign Direct Investment.

Awards, Nominations and Special roles 

Mr. Parra is an Editorial Board member of The Law and Practice of International Courts and Tribunals, a member of the Review Committee for UNCTAD’s Series on International Investment Policies for Development, and a Consultative Member of the Investment Treaty Forum at the British Institute of International and Comparative Law.
