Teresa Cheng

General Bio

Ms Cheng is Senior Counsel of Hong Kong SAR.  She is Chartered Arbitrator, Accredited Mediator and Chartered Engineer.  She is a fellow of the Chartered Institute of Arbitrators and the Institution of Civil Engineers.

Ms Cheng was called to the Bar in Hong Kong, England and Wales and New South Wales and also admitted as Solicitor in Singapore.  She was appointed as Senior Counsel by the Chief Justice of Hong Kong SAR in 2000.  She has been practicing as advocate, mediator/conciliator and arbitrator in many international construction, commercial and investment disputes in various jurisdictions.  She has been involved in arbitrations in Hong Kong, Mainland China, London, Stockholm, Singapore, Taiwan etc. including International Chamber of Commerce, London Court of Arbitration and Stockholm Chamber of Commerce arbitrations.  She has also provided expert reports to arbitral tribunals and foreign courts on legal issues in international arbitrations and litigation.

Ms Cheng was Deputy President for 2007 and President for 2008 of the Chartered Institute of Arbitrators; Vice Chairperson, Hong Kong International Arbitration Centre; Vice-President, ICC Court of International Arbitration.

She is a visiting Professor at the Law School of Tsinghua University and an Adjunct Professor in the School of Law at Hong Kong Polytechnic University and a Chartered Engineer. 

 

Awards, Nominations and Special roles

In July 2003, Ms Cheng was appointed as Justice of the Peace in Hong Kong SAR.  She was awarded the Bronze Bauhinia Star in July 2006 in Hong Kong SAR for services to the public and community. 

She is the Chairman of the Transport Advisory Committee; Town Planning Appeal Board and a member of Construction Industry Council; she served as the Chairman of the Copyright Tribunal and Environmental Impact Assessment Appeal Board Panel, a member of the Executive Committee of the Commission on Strategic Development, Hong Kong Housing Authority, and Appeal Tribunal (Buildings) Panel of Chairmen. 

Ms Cheng was the Chairman of the Task Force on Emergency Transport Coordination set up in 2005 and a member of the Investigation Panel on Accountability of Shatin Area 14B Phase 2 in 2000.
